Controller
Plans, directs and coordinates the operations of the General Ledger, Grants and Accounts Payable and a designated group of accounting employees.
Qualifications:
Education/Certification:
- Bachelor’s degree in accounting, finance or a related field or a combination of relevant experience, education and training that equates to the required degree. CPA strongly preferred.

- Higher education practices and procedures.
- Demonstrated proficiency using standard office software applications, automated financial systems, and administrative software applications.

- Coordinating ongoing budgetary and accounting systems.
- Writing reconciliation procedures and assisting with audit issues.
- Coordinating with IT staff to ensure integrity of accounting system.
Experience:
- Three years of supervisory experience in government, fund and/or financial accounting.
- Work experience in fund accounting and / or higher education environment.
- Accounting software experience highly desirable, preferably Jenzabar.
Major Responsibilities and Duties:
- Plans, manages, and coordinates the operations of the General Ledger, Grants and Accounts Payable including account reconciliation, transaction processing, disbursements, financial reporting and analysis, and audit preparation.
- Assure adequate system of internal controls.
- Supervises grant and accounts payable staff to ensure the efficiency and integrity of College accounting services.
- Approves payables according to established procedures.
- Perform reconciliations of complex activities such as financial aid program and self-funded health insurance.
- Review journal entries and accounting reports, research and correct out-of-balance funds and interfund adjustments.
- Serves as alternate investment officer; attends required training and submits required reports according to the PFIA (Public Funds Investment Act).
- Prepare profit and loss statements for Auxiliary Enterprises.
- Reviews and monitors for compliance and continual improvement to the program to identify, tag, and account for College fixed assets, low value property, and inventoried items; develops and maintains systems for depreciation of College assets. A year end reconciliation is completed for external auditors.
- Prepare and submit financial and statistical reports required by federal, state, and local government regulatory agencies relating to areas of responsibility (Dept. of Education, THECB, Legislative Budget Board, etc.)
- Assist in preparation of college records for independent audit, financial statements and annual report preparation. Assist external auditors with various areas including work paper preparation and data compilation as needed.
- Assure appropriate reimbursement requests for federal, state, and other financial aid programs.
- Completes monthly processing of general ledger including journal entry input and/or approval and ledger balancing
- Other Duties may be assigned.
Salary:
Commensurate within the Texarkana College pay scale for position.
