Director – Emergency Management & Special Projects

The Director of Emergency Management & Special Projects is responsible for developing and leading Texarkana College’s comprehensive, all-hazards emergency preparedness program while supporting select Special construction and renovation initiatives. This position ensures compliance with safety and regulatory standards, strengthens institutional readiness, and serves as the primary liaison with emergency response agencies and safety partners.

Qualifications:

Education/Certification:

  • Bachelor’s Degree in emergency management, public safety, facilities management, or a related field is required.
  • Master’s degree preferred.
  • Must demonstrate the ability to obtain licensure through the Texas Division of Emergency Management (TDEM) within a reasonable timeframe.

Special Knowledge/Skills:

  • Strong understanding of emergency operations planning, crisis response coordination, and public safety regulations.
  • Knowledge of NIMS/ICS structure, hazard mitigation, and business continuity planning.
  • Effective communication, interpersonal, and leadership skills.
  • Ability to collaborate with local, state, and federal emergency management agencies.
  • Strong organizational and documentation skills.
  • Ability to interpret safety-related codes, policies, and compliance standards.
  • Working knowledge of building code safety considerations, campus infrastructure, and construction project coordination.
  • Proficient in Microsoft Office Suite and emergency management software/tools.

Experience:

  • Minimum of five years of related professional experience in emergency management, crisis response, or public safety coordination.
  • Experience coordinating multi-agency emergency drills and developing response plans.
  • Prior experience managing or contributing to Special improvement or campus renovation projects preferred.

Major Responsibilities and Duties:

  • Lead the design, implementation, and ongoing updates to the college-wide Emergency Response and Contingency Plan (ERCP).
  • Ensure compliance with relevant local, state, and federal emergency regulations, including NIMS/ICS, Clery Act, and applicable Texas Education Code mandates.
  • Coordinate and conduct emergency training exercises, tabletop drills, and preparedness education across departments.
  • Serve as the college’s primary liaison to fire, police, EMS, and emergency management agencies.
  • Oversee development and maintenance of the college’s business continuity plan.
  • Investigate incidents, document response procedures, and recommend corrective actions.
  • Monitor changes in emergency preparedness legislation and maintain up-to-date plans and documentation.
  • Serve on the Critical Response Team and support real-time incident management when needed.
  • Provide support for capital construction and renovation projects related to safety, egress, infrastructure resilience, and risk mitigation.
  • Advise on physical design strategies and infrastructure planning that enhance emergency readiness and compliance with safety codes.
  • Coordinate with architects, engineers, and contractors on safety-focused capital projects.
  • Maintain documentation and reports related to emergency plans, safety audits, and project safety reviews.

Salary:

Commensurate within the Texarkana College pay scale for position.
