Provides executive leadership and operational management for the Texarkana College Police Department and campus public safety functions. Preserves the safety and security of students, employees, visitors, facilities, property, and assets through strategic, proactive, community-centered policing; effective emergency preparedness; and compliance with applicable College policies and federal, state, and local laws and standards. Serves as the chief executive of the Police Department and supervises assigned sworn and non-sworn personnel.

Qualifications:

Education

• Bachelor’s degree in criminal justice, behavioral science, public administration, or a related field from an accredited college or university required.
• Master’s degree in a related field preferred.

Licenses and Certifications

• Valid Texas Peace Officer license.
• Advanced Peace Officer certification.
• Valid Texas driver’s license and insurable driving record.
• Completion of any training required by law for the chief administrator of an institution-of-higher-education police department within the prescribed period after appointment.

Experience

• Five years of law enforcement experience, including at least three years of supervisory experience in a command-level law enforcement position.
• Experience with community-based policing in an institution of higher education preferred.

• Modern police methods and procedures related to patrol, administration, traffic control, criminal investigation, interviewing, interrogation, and evidence-informed law enforcement practices.
• Texas Penal Code, Code of Criminal Procedure, Family Code, Education Code, Transportation Code, and other laws, regulations, court decisions, and standards applicable to campus law enforcement.
• Principles and practices of organizational leadership, personnel management, supervision, training, employee development, and performance evaluation.
• Emergency management, crisis response, crime prevention, threat awareness, event security, and continuity-of-operations planning.
• Budget development, fiscal administration, purchasing, recordkeeping, report preparation, and departmental accountability.
• Public speaking, media and community relations, conflict resolution, and development of collaborative relationships with internal and external partners.
• Police technologies and equipment, including communications systems, security technologies, firearms, vehicles, records systems, and standard office technology.
• Ability to analyze complex situations quickly and objectively; identify alternatives; assess consequences; exercise sound judgment; and implement lawful, ethical, and effective decisions.
• Ability to plan, direct, supervise, coordinate, and evaluate the work of assigned personnel while maintaining professional standards and accountability.

Major Responsibilities and Duties:

• Provides leadership, direction, and vision for police, security, and campus safety operations and aligns departmental priorities with the College’s mission and strategic goals.
• Directs the safety and security of students, employees, visitors, facilities, grounds, property, and assets under the control of the College.
• Develops, implements, maintains, and periodically evaluates a Campus Safety and Security Master Plan, departmental goals, general orders, standard operating procedures, and annual improvement plans.
• Establishes and enforces departmental rules, regulations, professional standards, and operational protocols consistent with applicable law and College policy.
• Plans and implements effective safety procedures; monitors daily police operations; and promotes accountability, effectiveness, professional development, and continuous improvement.
• Selects, assigns, trains, supervises, develops, and evaluates sworn and non-sworn personnel in coordination with Human Resources and College procedures.
• Maintains an effective chain of command and ensures appropriate staffing and continuous coverage of campus properties and police functions.
• Directs and reviews investigations of crimes, misdemeanors, policy violations, safety hazards, and motor vehicle accidents; ensures appropriate follow-up and referral.
• Reviews police reports, logs, investigative files, case reports, records, and related documentation for completeness, accuracy, legal sufficiency, and appropriate disposition.
• Develops and updates emergency management and crisis response plans; coordinates drills, training, notifications, and response activities with College leadership and outside agencies.
• Develops crime prevention, community engagement, and public-safety education initiatives and disseminates timely information regarding prevention, preparedness, and safety needs.
• Prepares and executes security and public-safety plans for large-scale, high-profile, and multiple-day events.
• Responds to emergency calls and critical incidents as needed; serves as an information resource; establishes incident command or coordinates with the appropriate authority; and approves police activities within delegated authority.
• Administers the departmental budget, monitors expenditures, recommends resources and equipment, and maintains appropriate fiscal controls.
• Prepares or oversees reports required for compliance with federal, state, local, regulatory, accreditation, and College requirements.
• Monitors current security technologies, law enforcement trends, legal developments, and best practices and recommends improvements to facilities, signage, traffic control, equipment, staffing, policy, and operations.
• Builds and maintains cooperative working relationships with students, employees, community members, prosecutors, courts, emergency responders, and local, state, and federal law enforcement partners.
• Prepares and delivers presentations, training, and briefings related to campus law enforcement, emergency preparedness, crime prevention, and public safety.
• Coordinates or participates in College crisis-management and emergency-planning teams and carries out responsibilities assigned under College emergency operations plans.
• Performs other duties as assigned and maintains availability appropriate to the responsibilities of the College’s chief law enforcement officer.

Supervisory Responsibilities:

Directly and indirectly supervises assigned full-time and part-time sworn officers, telecommunicators, security personnel, and other departmental employees. Carries out supervisory responsibilities in accordance with applicable law and College policies and procedures.

Salary:

Commensurate within the Texarkana College pay scale for position.
