Distance Education & Compliance Coordinator

The Distance Education & Compliance Coordinator oversees the daily administration of the college’s Moodle Learning Management System (LMS) and ensures institutional compliance with NC-SARA guidelines and Texas higher education regulations. This role provides critical technical support, develops faculty training programs, and reviews online course designs to ensure an accessible, high-quality digital learning environment for all community college students.

Qualifications:

  • Education: Bachelor’s degree in educational technology, Instructional Design, Computer Science, or a related academic field.
  • Experience: 2–3 years of professional experience managing or administering a Learning Management System (LMS), preferably Moodle.
  • Compliance Knowledge: Working knowledge of NC-SARA requirements, accessibility regulations, FERPA, and applicable federal and Texas higher education regulations.

Preferred Qualifications

  • Master’s degree in Instructional Design, Distance Education, or Higher Education Administration.
  • Experience working within a Texas community college environment.
  • Quality Matters (QM) Peer Reviewer certification.

Core Duties and Responsibilities

Learning Management System (Moodle) Administration

  • System Maintenance: Manage, configure, and maintain the daily operations and settings of the Moodle LMS platform. Monitor existing shells for compliance with college standards.
  • User Support: Provide technical troubleshooting and tier-2 support for students and faculty facing LMS errors.
  • Course Lifecycle: Oversee semester course creation, enrollment syncing, user account archiving, and backup/restore protocols.
  • Plugin Integration: Evaluate, test, and integrate third-party LTI plugins (e.g., online proctoring, digital textbooks, anti-plagiarism tools) into Moodle.
  • Data Analytics: Extract and analyze Moodle participation reports to track student engagement and guide academic assessment.

Compliance & Regulatory Affairs (NC-SARA & Texas)

  • SARA Reporting: Track and report out-of-state student physical locations annually to maintain compliance with NC-SARA standards.
  • State Authorization: Monitor interstate regulations and Texas Higher Education Coordinating Board (THECB) rules regarding online program delivery.
  • Accessibility Standards: Audit online courses to ensure compliance with ADA Section 508 and Web Content Accessibility Guidelines (WCAG).
  • Licensure Disclosures: Collaborate with academic departments to manage and publish required disclosures for online programs leading to professional licensure.
  • Policy Implementation: Assist in the development, implementation, and maintenance of institutional policies related to distance education.

Instructional Design & Faculty Training

  • Pedagogical Guidance: Assist faculty in converting traditional face-to-face community college courses into effective online or hybrid formats.
  • Training Workshops: Design and facilitate professional development workshops focused on Moodle features and online teaching best practices.
  • Quality Assurance: Lead course design peer reviews using established benchmarks (such as Quality Matters) to ensure instructional integrity.
  • Resource Creation: Develop and update digital tutorials, user guides, and orientation materials for both instructors and students. Create and implement an online teacher certification process.

Strategic & Departmental Operations

  • Committee Leadership: Serve as a key member or chair of the institution’s Distance Education Committee.
  • Helpdesk Management: Coordinate and support front-line assistance for distance learning inquiries, including oversight of student workers or support staff when assigned.
  • Technology Assessment: Research emerging educational technologies and recommend software acquisitions to advance the college’s digital infrastructure.
  • Performs other duties as assigned.

Salary:

Commensurate within the Texarkana College pay scale for position.
